You can add the repository with the following commands:

sudo add-apt-repository 'deb http://download.opensuse.org/repositories/home:/ddorian:/OpenRecipes/xUbuntu_18.10/ ./'
wget -q http://download.opensuse.org/repositories/home:/ddorian:/OpenRecipes/xUbuntu_18.10/Release.key -O- | sudo apt-key add -

Afterwards you can install OpenRecipes with your favorite package manager.

You can find an overlay for layman here.
